Chair of the Advisory Council

Dr. Morton H. Halperin is a Senior Advisor to the Open Society Institute and Open Society Policy Center. A renowned expert on foreign policy and civil liberties, he worked for the American Civil Liberties Union (ACLU) as its Director of the Center for National Security Studies and Washington Office Director. He served in the Johnson, Nixon, and Clinton administrations and in a number of roles with think tanks and universities such as the Council on Foreign Relations, the Center for American Progress, the Carnegie Endowment for International Peace and Harvard University. Dr. Halperin received a BA from Columbia College and a Ph.D. in International Relations from Yale University.
